Gilgandra Region Towards 5000 Housing Strategy
Funding has been secured through the NSW Government’s Regional Housing Strategic Planning Fund (RHSPF) for the Gilgandra Residential Masterplanning > Towards 5000 project (‘Housing Project’) which aims to facilitate and accelerate future development potential of available zoned residential land strategically identified for growth, supporting GSC vision of Towards 5000 and contributing to strategic outcomes with regards to connectivity, liveability and efficiency.
The Gilgandra Region Towards 5000 Housing Strategy supports diverse and affordable housing opportunities for the changing needs of the community, promoting lifestyle and choice as we grow into the future. The strategy establishes a clear pathway to meet Gilgandra’s housing needs by prioritising development within existing zoned land, staging growth, and managing environmental and amenity constraints.

In October 2025, Council conducted the Local Planning and Masterplanning survey, capturing community feedback on the CBD to feed into the masterplan. See what the community had to say, and view a copy of the survey results here(PDF, 501KB).
Gilgandra Region can accommodate population growth, increase housing diversity, and maintain a high quality of life without the need to rezone additional land. The current population of the Shire is 4,295. If all identified development potential is realised, an additional approximately 456 dwellings could be delivered, providing housing for an estimated 1,047 people. Combined with the current population, this potential housing supply could support a total population of approximately 5,342 people, effectively meeting and slightly exceeding the Shire’s long-term growth target of 5,000 people.
In September 25, Council engaged the local community and residents on the Gilgandra Local Planning and Masterplanning Survey to inform the Draft Gilgandra Region Housing Strategy, where respondents across the region identified medium-sized homes (two to three bedrooms) in town as the preferred future housing type.
Regional Housing Strategic Planning Fund (RHSPF) has the following objectives:
- To enable investment and development of residential land in Gilgandra region in support of Council’s Towards 5000 population vision.
- To incorporate key physical infrastructure into future residential land development, including but not limited to; roads, pathways, stormwater, as well as social infrastructure such as, open space, parks, greenery, connection with services.
- To create strong physical and social connections for new residential areas with the existing Gilgandra community including the CBD, health precincts, education, and child-care, whilst catering to community needs.
- To unlock the development potential of larger lifestyle lots and strategically plan future growth opportunities.
- To promote Gilgandra as a welcoming community to Live > Enjoy > Grow.
- To capitalise on major project opportunities and be well positioned to cater for increased housing demand.
