Gilgandra Region Towards 5000 - Masterplanning and Local Planning

Council has recently secured funding through the NSW Government’s Community Improvements District Program (CID), which supports the Gilgandra region Meet Me @ Miller Street (‘CBD Precinct Collaborative Project’). The project involves physical & non-physical interventions, which will see local businesses work collaboratively to develop innovative place-making strategies that deliver a creative, activated, vibrant, lively and accessible Miller Street and CBD. Gilgandra businesses and community will benefit by fostering public life, stimulating day and evening economies, and increasing visitation to the Region.

Further funding has also been secured through theNSW Government’s Regional Housing Strategic Planning Fund (RHSPF)for the Gilgandra Residential Masterplanning > Towards 5000 project (‘Housing Project’) which aims to facilitate and accelerate future development potential of available zoned residential land strategically identified for growth, supporting GSC vision of Towards 5000 and contributing to strategic outcomes with regards to connectivity, liveability and efficiency.

CBD Precinct Collaborative Project - Community Improvement Districts (CID) has the following objectives:

Complement existing activations in the Gilgandra CBD Precinct, including adjacent Recreation Precincts such as Hunter Park and Noonan Memorial Park

  • Provide opportunities for economic vitality 
  • Collaborate with the Miller Street Collective, Economic Development Committee and wider stakeholder groups
  • Drive interaction, decision-making and implementation of aesthetics, vision, branding, placemaking and insights of Miller Street
  • Proactive approach towards future improvement for growth and vibrancy in Gilgandra’s CBD Precinct
  • Rationalise and plan for carparking 
  • Rationalise current and future-proof public spaces and infrastructure 
  • Ensure safety and accessibility by design 

For an area extending Miller Street and surrounds as shown in Map below highlighted blue E1, extending to connections within the ‘Recreation Precincts’ as highlighted in green RE1.

Regional Housing Strategic Planning Fund (RHSPF) has the following objectives:

  • To enable investment and development of residential land in Gilgandra region in support of Council’s Towards 5000 population vision
  • To incorporate key physical infrastructure into future residential land development, including but not limited to; roads, pathways, stormwater, as well as social infrastructure such as, open space, parks, greenery, connection with services
  • To create strong physical and social connections for new residential areas with the existing Gilgandra community including the CBD, health precincts, education, and child-care, whilst catering to community needs
  • To unlock the development potential of larger lifestyle lots and strategically plan future growth opportunities
  • To promote Gilgandra as a welcoming community to Live > Enjoy > Grow
  • To capitalise on major project opportunities and be well positioned to cater for increased housing demand

The projects together will:

  • Enhance and leverage existing investment by GSC, local residents and state governments
  • Strategically align with local, regional, state and federal planning
  • Support GSC’s Towards 5000 population vision
  • Inform future strategic works, including Land Use Planning.
