Miller Street Power & Paving Upgrades

Council, in partnership with Essential Energy, advises the community that electrical and paving works on Miller Street are now underway and progressing along the project area.

Section 1 – Fronting Mitre 10

Section 1 is now fully complete.

Section 2 – Fronting the former SPAR building

Section 2 is now fully complete.

Section 3 – Former SPAR building to Gil Library Hub Plaza

Section 3 is now fully complete.

Section 4 - GIL Library Hub Plaza to Joblink Plus

Section 4 - in front of The GIL Library Hub - is now complete.
Temporary fencing remains in place in front of Joblink Plus (section 5) until works in this area recommence, with a temporary footpath bypass in place for pedestrians.

Section 5 - JobLink Plus to Sheer Style Hair Design

Council advises that works on Section 5 have been adjusted due to unforeseen circumstances identified during construction works.
Following the completion of Section 4, contractors have moved to Section 8, from Noonan Memorial Park through to Thompsons Flooring.
Temporary fencing remains in place in front of Joblink Plus until works in this area recommence, with a temporary footpath bypass in place for pedestrians.
Further updates will be provided as works progress.

*New seating installation has also commenced as of 28 September.

Section 8 - Noonan Memorial Park to Thompson's Flooring

Works have commenced in this section from Monday, 12 October
Trenching works have been mostly complete.
Repaving works are underway, progressing towards Thompson's Flooring.
Once this section is complete, works will continue along the remaining sections of Miller Street’s eastern side, towards the Pathology Arcade.

The project will involve:

Relocating overhead electrical services underground.
Renewing approximately 670 metres of footpath paving along Miller Street.
Installation of new street seating along Miller Street.
Works being staged and completed progressively to minimise disruption. Access to businesses and pedestrians will be maintained wherever possible.

How long will this project go for?	This project is scheduled to run for approximately three months across two phases Phase 1: 17 August 2026 to 19 September 2026 (weather permitting). Phase 2: Commences 28 September 2026, with expected completion by mid-November 2026 (weather permitting).
Will my business have to close?	Access to businesses will be maintained wherever possible. Council will communicate directly with impacted businesses to provide updates as work progresses.
Will I be able to access shops on Miller St?	Both pedestrian and business access will remain open wherever possible. Please use extra caution when walking near construction zones.
What will happen to car parking on Miller St?	A maximum of five parking spaces will be temporarily closed at any one time as work progresses down the street.
Will trenching continue through the full length of the footpath on both sides of Miller Street, and will there be trenching in front of my business?	Right Side (Library Plaza): Trenching runs from Bridge St to the War Memorial, followed by repaving. Left Side: Trenching is limited to the section between Gil AG & Auto and Windmill Crafts. Repaving, however, will occur along the full length from Bridge St to Rhors Timber and Hardware.
What is the expected outcome of this project?	Underground power cables - replacing overhanging power cables on Miller St awnings to improve safety compliance standards. Renewed footpath featuring brand-new pavers.
Will my building be without power?	Current works involve installing underground conduits, with Essential Energy to install and energise power cables at a later stage - currently planned for October. Outages are planned to occur out of business hours, with direct engagement to be conducted with affected businesses.

Works on Section 5 of the Miller Street paving upgrades, from JobLink Plus through to Sheer Style Hair Design, have been adjusted due to unforeseen circumstances identified during construction.

Following the completion of repaving works in front of the GIL Library Hub, contractors have moved to Section 8, from Noonan Memorial Park through to Thompsons Flooring.

Temporary fencing remains in place in front of Joblink Plus, with a temporary footpath bypass available for pedestrians.
