Council has determined a capital expenditure program that is based on the current Community Strategic Plan and Council’s Delivery Program.
The capital expenditure program adopted by Council for 2016/17 totals $9.1 million which includes $8 million of renewal works. View the Capital Works Program 2016/17 and 2015/16 Water & Sewer Infrastructure Renewal Program.
Following community consultation, Council has adopted an Active Transport Strategy (Pedestrian Access Mobility Plan and Bike Plan). Projects identified in the Plan will be prioritised and funded in line with allowances made in the LongTerm Financial Plan and future budgets.
All rural and urban roads which Council manages have been categorised by their present function and purpose as a transport link. The local road network has been dissected into seven categories, which will be taken into account in all decision making on maintenance, renewal and upgrade works on local roads.

Regular inspections of the local road network are carried out by Council to determine current road condition and associated maintenance and renewal requirements. The frequency of road inspections and the levels and timing of programmed maintenance and renewal are influenced directly by the road hierarchy.
These inspections are conducted by a trained inspection officer and are aimed at identifying:
• Defects that exceed predetermined intervention levels
• Reductions in service level below the minimum accepted for that component of road
• Unacceptable safety risks to road users
• Annual local road resealing and resheeting programs
Assessment of road condition is based on the following condition rankings:

Road segment markers have been established on all rural roads at 2km intervals. They are an integral part of Council’s asset management system. The purpose of the markers is to enable Council to register, monitor and record all works.
Residents may if they wish provide the relevant segment marker details when lodging a customer request about an issue related to roads.
